DUTIES AND RESPONSIBILITIES OF FINANCIAL ADVISER
  1. He is the Advisor for finance and accounts of the Corporation of Madras.
  2. He is overall incharge of the finance and accounts of the entire corporation.
  3. He will scrutinise the Budget Proposals and prepare budget of the Corporation of Madras and Government Budget every year.
  4. He will keep watch on the balances available with various banks.
  5. He will suggest proper time and method for raising loans and for investment of surplus funds.
  6. He will suggest proposals for improving the revenue and reducing expenditure without impairing efficiency of the administration.
  7. He will advise on the transfer of funds from receipt account to payment account based on the cheques issued from time to time.
 
DUTIES AND RESPONSIBLITIES OF MUNICIPAL CHIEF ACCOUNTANT
  1. He is responsible to see that the accounts are correctly and systematically maintained as prescribed below:-
  2. Each item of expenditure is correct with reference to sanction, appropriation and also propriety.
  3. To see that the income and expenditure are properly classified and also correctly allocated between Capital and Revenue.
  4. The Balance Sheets are classified and prepared every year for Revenue and Captial separately.
  5. There is no delay in adjustment being given effect to the accounts.
  6. All the Sums received have been paid into the Treasury/authorised banks.
  7. All the sums paid into the treasury/authorised banks and all the payments made on cheques are correctly brought into account.
  8. He should maintain the accrual system of accounting properly.
  9. He should suggest modification in the accounts based on the administrative function.
  10. He should conduct periodical meetings with C.A.O.s and A.O.s about the reconciliation of the accounts and elimination of exceptional balances.
  11. He should suggest for simplification or improvements of the existing system and making suggestions for modification of the existing system wherever necessary.
  12. He should suggest periodical statements and reports relating to accounts wherever necessary.
 
DUTIES AND RESPONSIBLITIES OF CHEIF ACCOUNTS OFFICER (BUDGET)
  1. He is responsible for preparation of Corporation Budget, Government Budget including FMA and Revised Estimate both for Corporation Budget and Government Budges and submit with his remarks and recommendations.
  2. He will take necessary steps for obtaining loans and grants.
  3. He will make arrangements for transfer of funds daily from receipt account to payment account based on the balances available.
  4. He will make arrangements for furnishing utilisation certificates for the loans and grants received from Government.
  5. He will make arrangements for drawal of loan from MUDF and furnishing of statements to MUDF and reimbursement of the expenditure incurred under MUDF in the prescribed form.
  6. He will take action for arranging replies to the audit objections and furnish the same to the L.F. Audit and action will be taken by him to avoid irregularities pointed out by Local Fund Audit.
  7. He will also make arrangements for getting replies to the A.G. Audit objections and furnishing the same to the A.G.
  8. He will also make arrangements for the physical verification of the stocks of various Stores every year and put up a consolidated note to the higher authorities.
 
DUTIES AND RESPONSIBILITIES OF CHIEF ACCOUNTS OFFICER (REVENUE)
  1. He is incharge of Revenue coordination section.
  2. He will coordinate with the Banks to account for the receipts of Property Tax and Profession Tax.
  3. He will account for all the receipts under property Tax and Profession Tax.
  4. He will make arrangements for preparation of Tax analysis for the collection of Property Tax, Zone wise, division wise and half year wise through Computer.
  5. He will send the DCB statement – Revenue collection analysis, remittance of challan of Property Tax, Profession Tax etc., to the Zone concerned and take follow up action by the Revenue administration section.
  6. He will make arrangements for preparation of demand journal voucher for every year based on the demands furnished by the Computer.
  7. He will coordinate for the adjustments of the Property Tax.
  8. He will be incharge of the payment of Library Cess and initiate action.
 
DUTIES AND RESPONSIBLITIES OF CHEIF ACCOUNTS OFFICER (ESTABLISHMENT)
  1. He is incharge of A.C.C.
  2. He will scrutinise the files of H.B.A., Motor Cycle Advance, Motor Car Advance for all the staff of the Corporation of Madras who applied for the same.
  3. He will make arrangements for the implementation of all the Government orders and communicate to the Heads of Departments and Zonal Officers.
  4. He is incharge of the entire transfers, posting of the A.C.C. Staff working in the Head - Quarters as well as UACs at Zones.
  5. He is incharge of making contribution to the pension and leave salary for the deputationists.
 
DUTIES AND RESPONSIBILITIES OF CHEIF ACCOUNTS OFFICER (COMPILATION)
  1. He is incharge of treasury and compilation.
  2. He will prepare the annual accounts of income and expenditure and balance sheet and put up for approval.
  3. He is incharge of closure of treasury, cash remittances, preparation of BRVs.
  4. He is the Liasion Officer between Compilation and Computer for giving input for all the documentation like BPVs, BRVs, CJVs, CJVs etc. and communicate the documents to the C.A.O.s & A.O.s concerned.
  5. He is incharge of bank reconciliation statement for every year of all the receipts account and payments account and follow up action on the basis of the reconciliation statements.
 
DUTIES AND RESPONSIBLITIES OF THE CHIEF ACCOUNTS OFFICER (GENERAL)
  1. He is incharge of passing of bills relating to works costing more than Rs.7.5 lakhs of Heads of Departments and Zonal Officers.
  2. He is incharge of GPF.
    1. Watching of remittance of GPF Subscription and advance into RBI.
    2. Reconciliation of GPF accounts with RBI and PAO (North)
    3. Getting interest for GPF accumulation.
    4. Issue of cheques for the advances applied for by the employees.
    5. Settlement of final GPF on retirement superannuation, voluntary and death cases etc.
  3. He is incharge of all the UACs at Head-Quarters and Zonal Offices.
 
DUTIES AND RESPONSIBILITIES OF ACCOUNTS OFFICERS (UNIT ACCOUNTING CELL)
  1. Over all control of the staff of the U.A.C.
  2. Effective supervision of the work of the staff of the U.A.C.
  3. Scrutiny of files for Pension, DCRG., Pay fixation, Selection/Special Grad movement files and offer remarks.
  4. Scrutiny and passing of bills of all types.
  5. Signing of cheques after verification of the amounts in the cheque and BPV.
  6. Checking of registers of officials of the Accounts Cell every now and then.
  7. Checking the accuracy of the Financial Statements prepared by the officials before submitting to the higher Officers.
  8. Check on the expenditure.
  9. Guiding the Heads of Departments/Zonal Officers in the preparation of Budget.
  10. Guiding the Heads of Department/Zonal Officers for preparation of reply to Audit objections.
  11. Watching of Adjustments for advances by a monthly review.
  12. Communication of G.Os, Circular instructions to the staff every now and then.
  13. Maintenance of high standard of inter-personal relationship with staff and public.
