GUIDE LINES FOR APPLYING UNDER GREEN CHANNEL

THE APPLICATION UNDER GREEN CHANNEL SHALL SATISFY THE FOLLOWING CONDITIONS:-

1) THE APPLICATION SHOULD BE PRESENTED AT THE ADMISSION COUNTER ONLY BY THE APPLICANT OR THE ARCHITECT/LICENSED SURVEYOR ONLY.

2) THE APPLICATION FOR PLANNING PERMISSION AND BUILDING PERMISSION UNDER GREEN CHANNEL WILL BE ENTERTAINED ONLY FOR THE FOLLOWING CATEGORIES:

a) ORDINARY RESIDENTIAL BUILDINGS WITH DWELLING UNITS NOT EXCEEDING FOUR NUMBERS.

b) COMMERCIAL BUILDINGS WITH TWO FLOORS NOT EXCEEDING 300 SQ.M. IN THE MIXED RESIDENTIAL ZONE OR COMMERCIAL ZONE.

3) THE APPLICATION THROUGH GREEN CHANNEL WILL NOT BE ENTERTAINED FOR THE FOLLOWING DIVISION IN THE EXTENDED AREAS. DIVISIONS:- 1, 62, 63, 64, 65, 128, 129, 140, 153, 154 & 155

4) THE SITE SHALL BE VACANT OR BECOME VACANT AFTER SANCTIONED DEMOLITION PLAN WHERE THE PROPOSED CONSTRUCTION CANNOT TAKE PLACE WITHOUT DEMOLISHING THE EXISTING BUILDING.

5) THE PLANNING PERMISSION APPLICATION IN COASTAL REGULATION ZONE AND IN THE BANNED AREA (AQUIFER RECHARGE AREA) WILL NOT BE ENTERTAINED UNDER GREEN CHANNEL.

6) THE SITE SHALL BE AN APPROVED SUB-DIVISION/LAYOUT (EVIDENCED BY A COPY OF THE APPROVED SUB-DIVISION PLAN/LAYOUT) OR SHALL BE IN EXISTENCE AS SUCH PRIOR TO 5.8.1975 (EVIDENCED BY PATTA OR DOCUMENT)

7) PATTA IN FAVOUR OF THE PRESENT OWNER[S] FOR THE SITE SHALL BE FURNISHED IN ADDITION TO THE REGISTERED DOCUMENT OR REGISTERED PWOER OF ATTORNEY.

8) IN CASE IF THE PATTA OR DOCUMENT IS OLD IT IS ACCEPTABLE (WHERE NO TRANSACTIONS HAPPENED SUBSEQUENTLY AND IF IT IS EVIDENCED BY ENCUMBRANCE CERTIFICATE) OTHERWISE LATEST PATTA SHALL BE PRODUCED.

9) THE SITE SHALL GAIN ACCESS FROM PUBLIC ROAD MAINTAINED BY CORPORATION OF CHENNAI OR HIGHWAYS, FURTHER IT SHALL HAVE THE MINIMUM WIDTH SATISFYING THE D.C.R.REQUIREMENT.

10) THE PROPOSED DEVELOPMENT SHALL SATISFY ALL THE REQUIREMENT OF D.C.R.AND THE BUILDING RULES OF MCMC ACT.

11) IN SANCTION PROCEDURE OF GREEN CHANNEL APPLICATIONS, SITE INSPECTION MAY BE DISPENSED WITH AND THE PLANNING PERMISSION APPLICATION PROCESSED BASED ON THE CERTIFICATES AND UNDERTAKINGS AND DECIDED ON ITS MERITS.

12) ADVICE FOR PAYMENT OF CHARGES MAY BE HANDED OVER TO THE APPLICANT OR TO THE LICENSED SURVEYOR ONLY IN PERSON ON THE SAME DAY AFTER SANCTIONING THE PLAN.

13) THE APPLICANT SHOULD ENCLOSE A SELF ADDRESSED REGISTRATION ENVELOPE AT THE TIME OF ADMISSION TO SEND THE SANCTIONED PLAN AND PERMIT AFTER THE PAYMENT OF NECESSARY FEES.

14) IN ADDITION TO THE FORMS, DOCUMENTS, PLANS PRESCRIBED FOR PLANNING PERMISSION APPLICATION AND BUILDING APPLICATION, UNDER GREEN CHANNEL TO THE FOLLOWING PARTICULARS SHALL ACCOMPANY WITH THE APPLICATION.

a) COPY OF THE LATEST PROPERTY TAX PAID RECEIPT TO BE ENCLOSED

b) THE DOCUMENTS ENCLOSED IN THE FILE SHOULD BE NUMBERED ORDERLY.

c) COPY OF THE SANCTIONED DEMOLITION PLAN SHOULD BE ENCLOSED

d) FILLED UP STATISTICAL FORM SHOULD BE ENCLOSED.

e) THE APPLICANT APPLYING UNDER GREEN CHANNEL SHOULD BRING THE REGISTERED DOCUMENTS AND PATTA IN ORIGINAL FOR VERIFICATION AT THE TIME OF ADMISSION.

f) UNDERTAKING ON A STAMP PAPER OF RS.20/- FROM THE APPLICANT (DULY NOTARIZED) STATING THAT:-

1) HE IS THE OWNER OR HAS ABSOLUTE RIGHT OVER THE SITE TO THE DIMENSIONS SHOWN IN THE PLAN.

2) THE SHAPE AND DIMENSION OF THE SITE SHOWN IN THE PLAN TALLY WITH THE SITE CONDITIONS.

3) HE HAS READ AND UNDERSTOOD THE CERTIFICATE OF THE ARCHITECT/ENGINEER WHO HAS BEEN ASSOCIATED IN PLANNING AND DESIGN AND SUPERVISION OF HIS PROPOSED DEVELOPMENT.

4) HE IS FULLY AWARE THAT IN THE EVENT OF FINDING BY THE CORPORATION OF CHENNAI THAT PERMISSION HAD BEEN OBTAINED BY HIM ON MISREPRESENTATION OF FACTS, THE PERMISSION ISSUED COULD BE CANCELLED, AND ANY DEVELOPMENTS MADE BY HIM WOULD BECOME UNAUTHORIZED ONE AND LIABLE FOR PENAL ACTIONS AGAINST IT INCLUDING DEMOLITION; AND THE SECURITY DEPOSIT IF ANY PAID BY HIM WOULD BE FORFEITED.

g) ARCHITECT'S OR ENGINEER'S ( WHO SHALL ALSO BE A LICENSED SURVEYOR OF THE CORPORATION OF CHENNAI) CERTIFICATE CERTIFYING THE FOLLOWING:-

1) EXISTING ROAD WIDTH AND ITS STATUS (AFTER GETTING IT CLARIFIED FROM THE CORPORATION OF CHENNAI IF NECESSARY) ALONG WITH A SKETCH INDICATING THE EXISTING ROAD WIDTH MEASURED FROM TWO JUNCTIONS, (HERE, THE EXISTING ROAD WIDTH MEANS, MINIMUM ROAD WIDTH OR THE ROAD BETWEEN TWO PROPERTIES MEASURED FROM THE TWO JUNCTIONS, ACTUALLY EXISTING AT SITE)

2) CONFIRMITY OF THE ABUTTING ROAD WIDTH AND ITS STATUS (i.e. PUBLIC OR PRIVATE) TO THE REQUIREMENTS PRESCRIBED IN DCR.

3) AVAILABILITY IF SITE DIMENSION SHOWN IN THE PLAN AT SITE

4) CONFIRMITY OF THE PROPOSED DEVELOPMENT TO DCR.

5) HE IS FULLY AWARE THAT IN THE EVENT OF FINDING BY CORPORATION OF CHENNAI THAT THE CERTIFICATES ISSUED BY HIM/HER THAT ARE CONTRARY TO FACTS, ACTION WOULD BE TAKEN AGAINST HIM/HER INCLUDING CANCELLATION OF HIS/HER LICENSE TO PRACTICE AS ARCHITECT/LICENSED SURVEYOR.

6) THE ARCHITECT/LICENSED SURVEYOR SHOULD ENSURE AND CERTIFY THAT THE SITE UNDER REFERENCE DOES NOT FALL IN COASTAL REGULATION ZONE AND IN THE BANNED AREA (AQUIFER RECHARGE AREA).

15) GREEN CHANNEL APPLICATION WILL BE RECEIVED ONLY FROM 11.00 A.M. TO 12.30 P.M. IN THE ADMISSION COUNTER, CORPORATION OF CHENNAI.

16) SEPARATE APPLICATION IS AVAILABLE TO APPLY IN THE GREEN CHANNEL IN THE SALE COUNTER, CORPORATION OF CHENNAI.

*** THE COASTAL REGULATION ZONE/ BANNED AREA FALLS IN C.R.Z.II

1) 500 MTS FROM VILLAGE BOUNDARY ON THE SHORE OF BAY OF BENGAL (NORTHERN SIDE CITY LIMIT TO SOURTHERN SIDE CITY LIMIT)

2) 100 MTS ON EITHER SIDE OF THE BANK OF COOVAM RIVER FROM BAY OF BENGAL TO CHETPET BRIDGE

3) 100 MTS ON THE EITHER OF BANK OF ADYAR RIVER FROM BAY OF BENGAL TO MARMALONG BRIDGE OF SAIDAPET.

4) 100 MTS ON EITHER SIDE OF BUCKINGAM CANAL FROM NORTHERN SIDE OF CITY LIMIT TO SOUTHERN SIDE OF CITY LIMIT.

5) ADYAR CREEK (BACK WATER OF SEA) FROM FORESHORE ESTATE TO GREEN WAYS ROAD.

ARCHITECT OR ENGINEER'S CERTIFICATE (WHO SHALL BE A CLASS - I LICENSED SURVEYOR OF THE CORPORATION OF CHENNAI)FOR APPLICATION UNDER GREEN CHANNEL

(HERE THE EXISTING ROAD WITH MEANS MINIMUJM WIDTH OF THE ROAD ACTUALLY EXISTING AT SITE MEASURED BETWEEN THE APPLICANTS' PROPERTY AND THE PROPERTY ON THE OPPOSITE SIDE AND ALSO THE MINIMUM FROM THE NEAREST JUNCTION TO THE APPLICANT'S PROPERTY.

B) THE ABUTTING ROAD WIDTH AND ITS STATUS (Ie. PUBLIC OR PRIVATE) ARE IN CONFORMITY AS PRESCRIBED IN DEVELOPMENT CONTROL RULES.

C) THE SITE DIMENSIONS SHOWN IN THE PLAN ARE MEASURED BY ME AND ARE AVAILABLE AT SITE. THE SITE HAS BEEN INSPECTED, MEASUREMENTS AS ON ITS HAVE BEEN NOTED AND THE SITE PLAN HAS BEEN DRAWN SHOWING THE DIMENSIONS OF THE SITE BOTH AS PER SITE CONDITION AND AS PER PLR EXTRACT/FMB AND THE DIRRERENCE AREA DISTINGUISHED BY WAY OF HATCHING. THE SET BACK INDICATION ARE ALSO FROM THE LEAST DIMENSION LINE.

D) THE PROPOSED DEVELOPMENT IS IN CONFORMITY WITH DEVELOPMENT CONTROL RULES AND BUILDING RULES.

E) THE SITE LIES VACANT OR WOULD BECOME VACANT WHEN THE PROPOSED DEMOLITION OF ALL THE STRUCTURES IS CARRIED OUT. THERE IS NO ANY STRUCTURE IN THE SET BACK SPACE.

F) I CERTIFY THAT THE CONSTRUCTION IS NOT YET BEEN COMMENCED.

G) THE SITE DOES NOT FALLS IN COASTAL REGULATION ZONE AND IN THE BANNED AREA (AQUIFER RECHARGE AREA)

H) I AM IFULLY AWARE THAT IN THE EVENT OF FINDING BY CORPORATION OF CHENNAI THAT THE ABOVE CERTIFICATES ISSUED BY ME ARE CONTRADICTORY TO FACTS, ACTION WOULD BE TAKEN AGAINST ME INCLUDING CANCELLATION OF LICENCE TO PRACTICE AS AN ARCHITECT/LICENSED SURVEYOR.
