Department of Maternal and Child Welfare

  • Department of Maternal and Child Welfare Centre was established in 1917 under Corporation of Chennai.Field Staff under Family Welfare were posted in the year 1956. Reorganization of family planning programme in 10.02.1967. On 10.02.1988 Maternal Child Health services and Family Welfare Services were integrated to cater to the needs of 48.7 lakh population in Chennai city under IPP-V project. The Department of Family Welfare Bureau holds the responsibility to render Meternal and child health and family welfare services by health education and motivation of the people of Chennai City especially Urban slum population.
  • Department of Family Welfare Bureau 93 Health posts and 10 Emergency Obsteric care Units.Health Posts function between 8.00 am and 3 pm except on sundays.Emergency obsteric Care function 24 hours on all days.

Major Services

Major Services rendered by the Department includes implementation of Health Policies and Programmes of the State Government and also MCH and FW services extended to Adolescent health care services, treatment of RTI & STI. The MCH includes 100% achievement of Ante-Natal Care,Natal care(Normal, Assisted and Caesarean section) Post-natal care, Immunization coverage, and 80% Growth Monitoring. The Family Welfare Services includes Couple Protection rate of (CPR) 65%, Reduction of 3rd & Higher Order of Births . By offering these services Birth rate to be brought down to 15, Death rate to 7, IMR to be reduced to 50% of the current level and MMR to less than 1 percent and reduction of Higher Order of Births still further

Maternal Health Care:

Under the Maternal Health Care services Antenatal care, Post natal care and intra natal care are provided. All the 93 Health Posts &10 EOCs are provided with Ultrasonogram.All the 10 EOCs are equipped with lab for all necessary investigations.Both Normal deliveries and Caesarean Sections are donr free of cost. All the Labour rooms are provided with Air Conditioners. Only Disposable Delivery kits are used for deliveries.The aim is to reduce the Maternal Mortality by less than one percent.In Chennai city 10,24 hours Emergency Obstetric Care Centres (EOC) are functioning(1 in each Zone) with Ambulance Services.Blood Storage Units are available in Saidapet & Perumalpet EOCs. Doctors are available 24 hours on all days and if needed specialists are hired.

Child Health Care:

Under this care of the newly born, immunization, growth monitoring, prophylactic Vitamin A Child Careadministration from the age of 6 months upto 5 years and under fives clinic are available. The aim is to reduce the neonatal mortality and morbidity by 50 percent of the current level. Immunization is done up to 16 years.Deworming of chlidren is done periodically to reduce the worm load in intestines and thereby improve the general health of the chlidren.Paediatric units are available at saidapet EOC and Pulianthope EOC.

Polio Eradication:

Before 1995 an estimated 35,000 children were paralysed by polio in India each year.Due to the introduction of National Immunization Days there is a significant reduction in the number of polio cases.From the 1999,Chennai is polio free but for the imported case in the year 2003 because of the migratory population. So,special rounds concentrating on the Migratory Population alone is being conducted from the year 2009 along with the Nation Immunization days.

Family Welfare Services:

Under Family Welfare Services both Permanent and temporary methods of Sterilization are made available to the eligible couples.  Under Permanent Sterilization PS, MTP TAT, Interval TAT, LSCS with Sterilization is done.  Laproscopic Sterilization and  Vasectomy (Male Sterilization) are also performed.  Under Temporary Sterilization,    Oral pills, Emergency Oral pills & Nirodh are provided. Intra uterine contraceptive device is also inserted.  The aim is to raise the couple protection rate to 65% and net reproductive rate to one.  These services are implemented by health education and motivation of the eligible couples by the field staff of District Family Welfare Bureau  and also by involving Private Voluntary Organisations (PVO).
Medical Termination of Pregnancy is done to anyone who seeks it free of cost without any queries.  Records are kept confidential  The aim is to reduce the Maternal deaths due to illegal abortions, to reduce unwanted pregnancies and bring about reductions in the Higher Order of Births. Counseling is given to the unwed mothers.
A sum of Rs.30,000/- (29.11.05) is given to cases of failure of sterilization and Rs. 2 lakhs to the legal heir of the deceased who dies due to the sterilization operation within 30 days.

Adolescent Health Care:

Under this care adolescent girls in the age group of 11 – 19 years are given Iron and Folic acid tablets to prevent anaemia among them. Deworming of adolescent girls is done periodically Health education on teenage pregnancy and menstrual hygiene and personal hygiene are given.

Treatment of RTI/STI:

Under these services screening of HIV in Antenatal and Post natal  mothers is done  and transmission from parent to child is prevented. Counseling for HIV/AIDS patients and  Syndromic Management of Reproductive Tract Infection and Sexually Transmitted Diseases is done.

Birth Companionship:

BirthCamp            A female companion is allowed to stay with the patient during the labour in the delivery room.  The aim is to boost the morale of the patient both physically and emotionally which results in reduction of duration of labour, better baby and mother interaction, successful breast feeding, reduction of post partum depression and to reduce Caesarean Section rate.

Early detection of Cervical Cancer and Breast Cancer

             Mass Cervical Cancer Screening is an innovative and pioneering Programme  of Chennai Corporation implemented in all the 93 Healthposts in full swing from April 2008.  The aim of the Project is to identify and treat cervical cancer at the precancerous stage itself among the urban slum women above the age of 30 years.  All the women above the age of 30 years are screened for Cervical Cancer targeting under privileged women.  Breast and Cervical cancer are cancers that women are more prone to.  Cancer Breast if detected early has very good prognosis and cervical cancer mass screening followed by treatment prevents the occurrence of cancer cervix at a later date.    Finding abnormal cells (dysplasia) which may grow cancerous (neoplasia) and treating it immediately can prevent cancer cervix at an early stage. It is referred to as ‘Well Women Clinic’ and women attending are treated in a single visit.  Well Women Clinic is incorporated with Cervical cancer screening, Breast Examination, screening for  Anaemia, Diabetes Mellitus & STI and treated if detected.  Weight and BP are monitored. Health Education is given on Life Style Modification. Complete Pelvic Examination is done. All the 93 Health Posts are supplied with Magna Vision for this purpose.
            SonoMammo Gram is available in 5 Emergency Obstetric Care Units to detect Breast Lumps and Breast Cancers.

CAPACS (PPTCT) Centres (Prevention of Parent to Child Transmission of HIV):

            All the  Antenatal mothers attending undergo counseling.  Screening of HIV in Antenatal and Post natal  mothers is done  and transmission from parent to child is prevented. Intrapartum Niverapin and Post natal Niverapin is given.  ART treatment is given for babies and spouses.
